The correct answer is C, the cap stage. At this stage, the epithelial enamel organ develops a concavity that encloses condensed ectomesenchyme, making the dental papilla morphologically distinguishable from the surrounding dental follicle. The dental papilla subsequently forms dentine-producing odontoblasts and the dental pulp. During the bud stage, ectomesenchyme is already condensed around the epithelial bud, but the papilla and follicle are not yet clearly distinguishable components. The bell stage is later and features four enamel-organ layers, including the stratum intermedium, together with histodifferentiation of ameloblasts and odontoblasts. Maturation and root formation occur well after crown morphogenesis.
